Key takeaways
- The Cloud API is Meta-hosted: no servers, containers or database for the business to run.
- Meta has retired the older self-hosted On-Premises API, so the Cloud API is now the standard way to use the WhatsApp Business API.
- There is no fee to access the Cloud API; Meta charges for template messages by category and country.
- Messages are sent with HTTPS requests to the Graph API, and incoming messages and status updates arrive via webhooks.
- Messaging limits (1K, 10K, 100K, unlimited) and quality rating apply exactly as they do everywhere on the WhatsApp Business Platform.
The WhatsApp Cloud API is the WhatsApp Business API hosted by Meta. Instead of installing and maintaining WhatsApp's messaging software on your own servers, you (or your provider) send simple HTTPS requests to Meta, and Meta handles delivery, scaling and upgrades.
If you are reading about the WhatsApp Business API today, you are almost certainly reading about the Cloud API, it is now the standard way the platform is offered.
How is the Cloud API different from the WhatsApp Business app?
| WhatsApp Business app | WhatsApp Cloud API | |
|---|---|---|
| Interface | Phone and desktop app | None, used through software or a platform |
| Users | One phone plus linked devices | Unlimited agents through a platform |
| Broadcasts | Small lists of saved contacts | Large campaigns to opted-in contacts using templates |
| Automation | Greeting and away messages | Chatbots, triggers, webhooks, integrations |
| Cost | Free | Per-template charges from Meta, plus platform fee |

What happened to the On-Premises API?
Before the Cloud API, the WhatsApp Business API ran as software that businesses or providers hosted themselves. It needed servers, databases, certificates and regular upgrades. Meta launched the Cloud API to remove that work, then deprecated and retired the On-Premises version. Today, all new integrations are built on the Cloud API.
How does the WhatsApp Cloud API work?
At a high level there are three pieces:
- A WhatsApp Business Account (WABA) inside a Meta business portfolio, with at least one registered phone number.
- Outbound requests. To send a message, software makes a
POSTrequest to Meta's Graph API with the recipient, the message type (text, template, image, interactive and so on) and an access token. - Inbound webhooks. When a customer replies, or a message is delivered or read, Meta sends an HTTPS
POSTto a URL you register. This is how your inbox and chatbots learn about new messages. See WhatsApp webhooks explained.
Everything else, templates, the 24-hour window, pricing categories, quality ratings, is the same WhatsApp Business Platform rulebook.
What can you send with the Cloud API?
- Template messages for business-initiated conversations: marketing, utility and authentication. Learn how they work in WhatsApp template messages.
- Free-form messages inside the 24-hour customer service window: text, images, video, documents, audio, stickers, location and contacts.
- Interactive messages: reply buttons, list menus, CTA URL buttons, product messages and Flows. See interactive messages.
- Commerce messages from a connected catalogue.
What does the Cloud API cost?
There is no hosting or access fee. Your costs are:
- Meta's message charges, per delivered template, by category and recipient country. Chatbox AI lists approximate India rates of ₹0.58 for marketing, ₹0.14 for utility and ₹0.12 for authentication; service replies are free. Meta revises rates periodically.
- Your platform plan, if you use one. Chatbox AI's plans are ₹999/month (Starter), ₹2,999/month (Growth) and custom (Scale), each including WhatsApp Cloud API access and a 7-day free trial.

What limits apply on the Cloud API?
- Messaging limits cap how many unique customers you can message with templates in a rolling 24 hours. Chatbox AI describes Meta's tiers as 1K, 10K, 100K and unlimited; businesses move up as volume grows and quality stays healthy. Details in messaging limits and quality rating.
- Throughput: how fast messages can be sent per second: has a default per number, with higher throughput available to eligible numbers.
- Template approval: every template is reviewed by Meta before use.
- Opt-in: you must have permission before messaging someone. See WhatsApp opt-in rules.
Should you build directly on the Cloud API or use a platform?
Build directly if you have engineers, need a custom product experience, and are prepared to handle webhook reliability, token management, template management, media storage, an agent interface and reporting yourself.
Use a platform if you want to start this week. A platform such as Chatbox AI sits on top of the Cloud API and adds a shared team inbox, broadcasts, a no-code chatbot, automation and analytics, while still exposing APIs and webhooks for your developers.
Many teams do both: the platform handles conversations and campaigns, and developers use its API to push order events from their backend.

Frequently asked questions
Access is free: Meta does not charge a hosting fee. You pay Meta per delivered template message based on category and country, while replies inside the customer service window are free. If you use a platform such as Chatbox AI, its subscription is separate.
Is the WhatsApp Cloud API free? Access is free: Meta does not charge a hosting fee. You pay Meta per delivered template message based on category and country, while replies inside the customer service window are free. If you use a platform such as Chatbox AI, its subscription is separate.
What is the difference between the Cloud API and the On-Premises API? The On-Premises API required businesses or their providers to host WhatsApp's software on their own servers. The Cloud API is hosted by Meta. Meta has retired the On-Premises API, so new and existing integrations run on the Cloud API.
Can I use the Cloud API without a developer? Directly, not really, it is a raw API with no chat interface. Through a platform like Chatbox AI, yes: you get a team inbox, broadcasts, chatbots and templates on top of the Cloud API, with no code required.
How many messages per second can the Cloud API send? Meta documents a default throughput per phone number and allows higher throughput for eligible numbers. Separately, your messaging limit caps how many unique customers you can start conversations with in 24 hours, starting at lower tiers and rising to unlimited.
Where is Cloud API data stored? Meta hosts the Cloud API in its data centres and publishes details on data handling and local storage options in its developer documentation. Messages remain end-to-end encrypted between WhatsApp users and the Cloud API endpoint.
